Help us shine a light on human rights in East Asia


What we do


The Human Rights Measurement Initiative (HRMI) produces the world’s first and only global Rights Tracker: robust, annual measurements on the human rights performance of countries. These are vital data that civil society, government, and others need to bring about changes that improve people’s lives.  

We partner with human rights defenders who are knowledgeable about their countries, so that our data can further amplify their voices. We know that what gets measured gets improved

Over the last 5 years we have: 

  • Designed and tested innovative research methods to measure human rights. 

  • Produced data on Economic and Social Rights for 197 countries, showing how well countries are using their resources to improve people’s lives. 

  • Expanded our Civil and Political Rights survey to 33 countries to track hard-to-measure rights like freedom from torture and freedom of speech. 

  • Secured foundational funding, including from the Open Society Foundations, the New Zealand Ministry of Foreign Affairs, the Taiwan Foundation for Democracy, and a number of impact-oriented private donors.  We will further diversify our institutional funders, but not in time to support this Asia expansion, which must kick off by end-September 2020.

Asia: our next priority


The Covid-19 pandemic has caused unprecedented changes in countries around the world. In the midst of this upheaval, the enactment of the National Security Law in Hong Kong has silenced many human rights defenders or forced them to flee to other countries. The world continues to be concerned about persecution of both the Rohingya and Uighur people, and other minority groups. Massive pro-democracy protests have been taking place in Thailand. 

In 2021, we need to expand our civil and political rights measurement to cover more of East Asia. It is vital that HRMI start collecting data in this region now, so that we can track respect for people’s human rights before, during and after the introduction of new security laws, and restrictions related to Covid-19. We are seeking funding to: 

  • Expand our Civil and Political Rights survey, ASAP, to as many countries in East and South East Asia as funding permits. 

  • Increase our data’s impact via targeted communications, translation, and outreach.
